Yes, those Derwent solubles never do feel quite like the grade they're marked as being, but I believe you could draw with the sharp bit at the end of a shoelace if you chose to.

Not getting much done. Here's a page of sketches, done when I could fit them in. All from imagination...I've drawn Pug dogs in the past and thought I'd try one from memory. Didn't work out too well, but at least he looks worried. Pugs always look worried to me. Drawn with a Derwent soluble sketching pencil...light wash HB...doesn't seem like an HB, but great for quick sketches. Used wet and dry.
