Hello, Charlie - I don't know how long budgies are supposed to live, but my father had one named Joey, who he swore was 13 years old - is that possible? He was a handsome old lad (the budgie, that is) plump of body and contented in outlook: a little fat symphony in brilliant green, black, and yellow. I had all but forgotten him, but your drawing awoke my memory - not that he looked much like Charlie, who is an athlete by comparison. Joey would let those whom he trusted scratch his tummy, and drop off to sleep as they did so. I seem to remember my father trying to teach him how to talk - not a success: probably too much like hard work.
