Ah, the smug expression of those who have become used to baring as much of their bodies as decency permits, however damn' cold it is.  I counted the layers I was wearing the other day when I went to the shops: thermal vest; cotton shirt; moleskin waistcoat; tweed jacket; wool overcoat; scarf; and a hat - we take the combinations and corduroy trousers, plus socks, as being obvious.   And indeed, some wiry old fool cycled past me on his bike, wearing just a distinctly unpleasant outfit in lycra, plus his cycle helmet .... well, all I can say is, he won't feel the benefit!   As my mother used to say: and I'm still not quite sure what she meant...
