It’s very unlikely that we’ll be able to identify this particular artist I’m afraid, there’s so many thousands of amateur painters out there, (and it has been painted by proficient but amateur hand).
The artist won’t be a ‘listed artist’ as such, so obviously no official record!
But of course someone just might recognise it… but it’s a long shot… it’s such a common name!

There were hundreds of paintings like this, mass produced, in the last century, a good many though not all out of China. This is rather nicer than many of them, but they were essentially large pictures for the communal areas of hotels and for private houses where people wanted something on the wall that they didn't have to pay a fortune for.
It makes liberal use of the ubiquitous stipple technique, though not so obviously as a lot of paintings of its type: and at least there's a bit of reasonable drawing in it. I think it unlikely that you'll ever find "Wilson", but as Alan suggests: you never know.
