No record that I can find of a Jill Ferguson in auction houses, galleries, the usual records - my guess is that she is, or was, an amateur artist who exhibited a few paintings; I don't see any date on this, but would put it down to the '60s or '70s, just from the look of the sitter and the fairly experimental use of colour - it's quite an unusual treatment for an oil painting, which isn't to say it's actually any good: that's a matter of opinion.
I presume the FBA gallery is still in existence - though if it is, it hasn't impinged much on my consciousness lately; if they keep records, you might try them, if you haven't already. I think it would be purely a matter of luck if you were to find out much more - and like you, I haven't had any in trying to trace her. Perhaps "Sally", whoever she was, is still around - it would be a stroke of luck if she sees this, but stranger things have happened.
There is a US artist named Jill Ferguson, but it's almost certain this isn't her work; the nearest I've got to a British painter is Ruby Ferguson, who was an illustrator - I don't suppose there's any connection; but again, you never know.

The FBA is still in existence, but this is the work of an amateur artist, so it isn’t surprising that Robert hasn’t been able to make any progress on this occasion.
I’m not going into detail about the portrait, for starters, the photograph doesn’t do it any justice - but that aside, it is a reasonably structured portrait albeit lacking in tonal variation… ie. all a bit flat - but it could be the photo!
