Interesting image Bryan, I wonder if it’s meant to provide the police with some sort of anonymity like in the show Watchmen, so they don’t suffer retribution from the criminals. Alternatively it might just be terror tactics.

Thank you Andrew. Having looked into it a bit further, I think it is a bit of both. Protection for the officer and to intimidate the criminals. There is such violence on both sides away from the tourist areas it's almost a civil war seemingly.
