Hi Phil, I think she is quite full of herself but a lonely woman and her eyes look sad. Rather prone to gossip and conservative on the surface...but underneath is a dare devil. "Red shoes and no knickers" or "All fur and no knickers" are old fashioned expressions describing a person who is very flashy or loud in appearance but is very superficial.
