Just checked out the mixutes on the Handprint website, http://www.handprint.com/HP/WCL/waterfs.html , Rowney Paynes Grey is a mixture of PBk7 Lampblack and PB29 Ultramarine Blue, whereas W&N is PB15 phthalocyanine blue plus PBk6 lamp burned petroleum or wax and PV19 quinacridone violet and they have a blue hue angle of 270 for the Rowney and 275 for the W&N Historicaly, Payne's gray was developed by William Payne as a mixture of iron blue (PB27), yellow ochre and a crimson lake, used as a dark violet shadow color

I don't use sap green in watercolour, but I think the problem with the old formulation was that it had low lightfastness - it would be worth checking to ensure the same isn't true of Daler Rowney's student grade paint, although I know they too have improved the lightfastness of their paints in recent years.
