Sorry, doesn't ring any bells with me. I assume you have tried running 'DIAR' and variations of it through our friend Google?
I thought the signature looked like "Dial". I did a search on artists called Dial, but was inundated by the Artist, Thornton Dial, who happened to have died this year. I don't think that this looks like his work. Your best bet is to ask a professional art dealer. It might help if you knew where the scene was. Looks a bit mediterranean, may be French in view of the shop awnings and round tower. The kiosk thing looks a bit strange. The windows in it look to high to be of use to anybody, in view of the hight of the people. Hope this helps.
It MAY be a street scene in Vienna - those kiosks look familiar. But I don't think this is by a well-known artist. Trouble is, thousands of people paint, and tens of thousands have painted - finding an out-of-the-way painter is needle in a haystack stuff. Other than the Dial mentioned, I've not heard of a Dial or a Diar - not that this means much, there are doubtless huge numbers of painters I've never heard of. Incidentally, could it be Diaz, I wonder - not that this helps much... If you're looking for a valuation I'd try an auctioneer - actually, that would be a lot easier than identifying the artist, unfortunately. To attempt to appraise any painting looking at it at this angle is asking a lot, what is wrong with sending a full frontal view?. Since I joined the site some 18 months ago now I rarely see any painting worthy of praise (I refer to these type of forum posts), and this piece is no exception. Once again it is by an amateur hand, almost certainly a Mediterranean scene and as such this artist whoever he is or was be will be of little or no interest to the art world and have very limited value if any. Not that the author asked for a valuation but that is usually the main reason for contacting the forum. Within a second of viewing it yesterday I could see that the light source is all over the place, (spotted by Syd also) in fact there appears to be not one but two light sources, couple this with the scale of that kiosk and the fact that it is generally poorly painted just about covers most of it. Having said all of that I have seen many worse amateur works, the last one presented on here was a close contender.
I always wonder why we bother, we rarely get a response back. Perhaps it's because I was a bit harsh but I can only tell it as I see it and having spent decades trawling round provincial auction houses and fine art fairs in search of that all elusive gem, (and they do come up now and again), these types of paintings are in abundance, usually fetching £7 - £15 if they have a decent frame.
Thanks for coming back, Mike, and I think you've made an important point: we've no way of knowing about people's circumstances - it's always nice to be thanked of course, and yes we do get some fairly odd requests now and then, but I have a strong belief in giving people the benefit of the doubt in most circumstances, and certainly in these; we're not going to shrivel up and die for want of gratitude, after all.
