Here it is. I remember this painting well, as a print was hanging on the wall of our school entrance corridor. I've never been a fan of van (sorry) but he's growing on me. My wife is doing an OU arts course and just studied him. Apparently his name was pronounced "van Hogh".
It was completed in 1889, so it's possible he saw the tower, or at least an image of it. It could have been inspired by it, but sometimes a tree is just a tree and there's a second tree anyway, so my own uneducated guess is that there's no connection, other than perhaps a subconscious one.

As anyone can look up, the Eiffel Tower was built between 1887 -1889.
Vincent painted many Cypresses when he was at Saint-Remy, 1889, including his most famous 'Starry Night' June 1889. it is said he painted this from his window at Saint-Pauls hospital, where he was staying. He had the freedom to come and go. The energy in the sky is truly spectacular.
One painting I find very touching and enigmatic is 'The old man in sorrow (on the threshold of eternity) April -May 1890 he died of injuries later that year.
