If by customize you mean commission a painting you have left it rather late, price and time scale will depend on the work involved, we can't answer that question because all artist's rates differ enormously. There are some of us on here who are capable of a fast turn-around but I think that your deadline of next weekend would be a challenge for anyone taking into account postage etc. but it could be done.

You need to decide what type of painting - is it a landscape or is it a portrait of your father?
What style of painting do you want - detailed, or a looser, more spontaneous style.
Then you need to find a professional artist who's competent and whose style you like.
The artist will want to be sure that you are committed to paying for the portrait and that you won't reject it. There'll probably be a contract for you both to sign. I imagine the artist will show you a few preparatory drawings. If you think one of them will make a good painting, you'll pay a deposit and he'll start work. The process could take a few weeks or even months.

I've no idea if the website is reliable and produces good paintings. It's strange that it does not give a postal address or the names of the artists used. But it's up to you to find a reputable artist.
You could do a local search on google with the search term
Commission oil paintings plus the name of the town where you live

Also presuming you mean 'commission', Peter - the time it will take will depend on the artist, and what you're asking them to do. You say your father's birthday is next week, but you don't say you actually need the painting by then - it would be asking a lot of any painter to produce a picture they could be proud of and you would appreciate in such a short time, but if what you want to do is give your father the present of a commission, then you have more time for it to actually be properly done.
What it will cost depends on where you are, and whom you can commission - I would expect to be able to finish a painting in 2 weeks, perhaps longer if a portrait were required; others work much faster than I do; some work much more slowly - some portrait artists working in oil have been known to take up to a year, depending on what else is required in the painting. So you are asking very difficult questions - first find your artist: then, I hope everything goes well.
