Looks like a digitally enhanced photo, but how to tell the difference between that and AI?

Two paintings by Daniel Bilmes, I love his technique.

The AI  portrait - look at the neck - it's been botched - and the outer edge doesn't work; the starry glistening bits are completely unconvincing; and frankly, I hate the thing anyway - it reeks of fake emotion and syrupy sweetness.    If it IS a real painting - I shall be surprised; but as I dislike it so intensely, I won't be contrite. 
The work of Daniel Bilmes, whose work I don't know - is it tempera? - is real art; and beautifully done. 
He paints in oil but applies it very thinly. He then uses a pointed implement to scratch the painted surface to create detail such as in the hair.
Regarding the possible AI portrait, It certainly looks as though it is - no serious, self-respecting artist would add those ridiculous little stars and bling to a portrait. I’m in total agreement with Robert, I hate it also, the pose and general appearance is not meaningful in any way!
A couple I like. And Bob Doucette, a surreal artist verging on caricature.  Won't be to everyone's taste, but I like some of it...
