I love the one by Javad Soleimanpour that Marjorie put up. Had to look him up. He uses pastels but looking at this there appears to be some brushwork underneath. If anyone finds a video of him working please point me in the right direction. I'd like to see what he's doing.

Collette He has videos on instagram but I can’t see as I don't use it myself. Just Google him and there is a selection of short videos.
Thank you Tessa for looking. I did find a short demo on YouTube but it was on paper or pastel mat. I think it's a highly textured ground he's used (in the portrait that I like). I like that broken Fechin type effect that he has produced. 
He’s on FB , now lives in Turkey. There are videos on his profile. I’ll be having a look.  Re his surface, I think he uses the side of his pastel to produce the effect you mean Collette. Maybe on a paper with a slight tooth. Wonder if you could ask him?
