Download, upload - the terms confuse me. You mean you're having trouble posting to the Gallery? Or to the Forum? Or both?
This site has decided to use a protective bit of software called CloudFlare, which is supposed to weed out and prevent bots. I don't know whether it's successful in that, but the snag is it works intermittently, and sometimes not at all; it's inconsistent in what it expects the user to do - sometimes it throws up a sort of Captcha, and sometimes it doesn't - if you haven't noticed it asking you to "prove you're human" it still trundles on and then loses your comment. When attempting to load images to the Gallery, it will tell you it's timed out, even though the image actually appears on the site.
In short, yes: I've had a problem and I should be very surprised if others haven't. The software is not working as intended, but persistence tends to pay off. Were it my site, I should say I'd done my best to make it work, found it doesn't work properly, and remove it.
