This is an "eye" dog used in mustering along with one called a "Huntaway". ( a larger bi coloured dog - brown and black )The latter will bark the sheep to get them moving in the direction called by the musterer - usually by means of whistling . The eye dog will control the mob by eye and circling around the mob to keep them penned where ever. We have big paddocks (fields) here in NZ and fences rather than hedges. It is nothing to see a dog directed a very long way , directed by whistles from a strategic high point, , barking up and bringing the sheep back to the musterer. The eye dog will then hold the mob for as long as required. . It would be more than likely that a number of dogs would be used - each with their own set of whistles.
