Probably would be wise to remove all the old varnish - which I really wouldn't want to do, mind you; otherwise you're liable to get differences in sheen which would stand out in certain lights; I speak from experience here, because I just about ruined a painting by partial removal; it's sitting against the wall, awaiting further attention which it might or might not get, given the attention I did give it was the problem... 
Alan is right, the painting does not work as a coherent whole, looks like bits pulled together. The best part is in the right hand corner. If the painting was consistent throughout like that it would be a very good painting.
