I've just seen a wonderful on Film 4 - The Tale of the Princess Kaguya. It's a good film because of both the plot, based on an old Japanes Folk story and the art work. The background to each scene is done in water colour, and the outline of the characters is done in what must be a digital version of charcoal or dry brush:
