Repainting a problematic wall

1. Its about our small(2.5X1.5 Meters) Laundrey Room (no drying in use) : It was painted with Oil paint.
2. Year after year we find new problems :
a) An area (only half of 1 wall),is katastrofically: fall down of areas of plaster,
becouse of water drop fr. celling. It tooks about 1/2 of that wall.
b) on other walls : Various effects : Small to Uge Paint bublles, up to small areas of plaster fall.
c) Only paint raising.
Roughly,its only on 5% of the 3 walls.
3. Ofcorse, I'll be glad to get a solution with minimum work :
- living the big ares (2/3 of all walls area),which r nicely looking as is.

What you want is a builder - to fix your damp problem, re-plaster the room, and then paint it. With acrylic emulsion.
We are not, in any way, specialists in home decorating - and I don't think your photos would help much even if you could add them. A builder, Beny - that's what you want. You can't paint over structural problems.
