You can sell them privately but there's a problem with advertising them commercially and selling them if they're in tubes. There are restrictions on selling lead paint in this country, largely thanks to EU regulations, if they're not stored in child-proof tins or cartons which have to be opened with a glue gun. You can't even offer them on Ebay, and I know of only three UK retailers who are prepared to offer even the most securely packaged lead paint online.
You could probably sell them to me, depending on the price! And of course on the condition: lead paint in tins skins over very easily and there's not really any way of preventing it.
I shall forebear from comment on the regulations, as that wasn't the point of your question - and I should start ranting.....
