It has the look of something done for a visiting tourist market.
The culture snob in me wants to scream....the mature adult forces him to hold his tongue.
The signature is there to see...
I doubt the name will ever appear in a directory of artists though...
...to be charitable, lets just say the quality isn't great...
and I've never seen the foam on waves in such straight lines.

Well at least the signature's clear - so often we get paintings to look at where it can't be read at all, or isn't visible. I say clear, that doesn't mean I can actually read it.....
But yes, it's a tourist picture knocked out to a formula, and the artist's name will not be echoing down the ages as a forgotten master. It all goes wrong, as you've observed, in the sea - some mediaeval painters depicted it like that, possibly because they'd rarely if ever seen it, more probably because the theory of perspective hadn't been developed at the time, but those waves look like steps you could climb.
Ah well: I have trouble painting the sea as well, even though I live next to it: so can't be too snobbish....
