Might or might not mean pastel (helpful that, isn't it? Really gives you a steer.....).
I think of subtle colour being, basically, not obvious - so desaturated; not primary colours, but atmospheric if you're painting figuratively; quiet; restrained (which happens to be the sort of painting I like myself - I'm not keen on brash, even though that's what seems to be in fashion). So subtle could just as easily mean dark, powerful, understated as pastel - think of Rothko in abstract, and Corot if figurative.
And not Howard Hodgkin......
