So far as I understand what you're asking - someone has made a copy painting of the Rowlandson print, and signed it. WHY they made a painted copy of a print - other than perhaps for study purposes - I don't know, but many do make copies of work they like. It's just a pity that in this case, the skills of the artist weren't up to the challenge.
The scene by the way, in case that's unclear, is of dockyard pubs and brothels doing a roaring trade when the fleet was in port.
