Hi,
I have a old work of art. I would like to know something about it and about the author Oskar Kasper.

A mysterious figure - he was a German painter, born in 1876, specializing in rural and landscape paintings. The most recent prices for his work seem to indicate they were fetching around £400... but I've no idea how much yours would bring, because that valuation goes back a few years. . And no one seems to know when he died - he did of course live in turbulent times. I would guess he might have lived in southern Germany - but that's all it is, a guess based on the few paintings of his that are known. It's quite possible he was lost, like hundreds of thousands of others, in the First World War.
I imagine you already knew most of that, if not all of it, but this is all I could find out from the internet and reference books - he doesn't appear at all in the Oxford Dictionary of Art - but then, many of the more minor painters don't.
