Yes, I saw that.  Burton Silverman produced one of the best covers for a Jethro Tull album, though it's said that Ian Anderson didn't like it - possibly because he hadn't seen himself as the character he was singing about.  Silverman was paid a one-off fee, but felt that given the scale of the image's distribution and use, he should be paid royalties.  He wrote to Anderson suggesting this - now, to his credit, Anderson replied; to his discredit, he politely refused to help.  Mr Anderson may once have been a wild-haired prancer - but has aged into an extremely hard-headed businessman.  In truth, Silverman didn't have a legal leg to stand on: but it wouldn't have hurt this very wealthy band to slip him a gratuity.  
This seems to be a common thread with painters and musicians. It reminds me of the case of Clare Tory who’s vocal on Pink Floyd’s Great Gig In The Sky for which she was originally paid just £30, she eventually sued the band and received an out of court settlement.  It’s a shame Silverman couldn’t do the same. 
An interesting and sad read.  All too common.  I expect it from fixers and middle-men, all busy making big bucks from other people's creativity...it's sadder when it happens among the people actually making the art.
