Ordring DVDs and books but no refund when out of stock

Hi, I wonder if someone could please give me some advice. After the Christmas rush I ordered some portraiture DVDs and books and checked first that they were all in stock. After confirmation I paid via pay pal. I received the books and DVDs apart from one DVD which was not in stock - but paid for. After a few weeks of asking I was told that the DVD was not available. I asked for my money to be refunded via Pay Pal and I am still awaite despite many e mails to them. I receive replies that they will chase up the Accounts Dept. I then asked for a cheque to be sent to me but e mails are now ignored. Can anyone assist please? The company is Painters Books, Devon. My first order was almost £50 and potentially the firm could have had many orders, but of course I wouldn't order further from them. The amount owing to me is only £15, but it is my money which I paid to them immediately. I apologise if this message is long but have tried to lay it out clearly. Any help or advice would be appreciated. Thank you.
